5 FIXED EXCHANGE-RATE SYSTEM
Система фиксированных валютных курсов
Механизм регулирования валютных курсов на основе фиксированных валютных паритетов. Система предполагает закрепление содержания национальных денежных единиц в золоте или конвертируемой валюте при строгом ограничении колебаний рыночных курсов валют. В качестве примера можно привести Бреттонвудскую валютную систему, принципы организации которой были заложены на конференции ООН в Бреттон-Вудсе (США) в 1944 г. В рамках системы курсовое соотношение валют и их конвертируемость устанавливались на основе фиксированных валютных паритетов, выраженных в долларах. Рыночный курс мог отклоняться от центрального паритета в пределах 1%. Для соблюдения этих правил центральные банки стран-членов были обязаны проводить валютную интервенцию в долларах. Девальвация свыше 10% допускалась лишь с разрешения МВФ (см. International Monetary Fund). Механизм стабилизации валютных курсов в рамках Европейской валютной системы, упразненный в связи с введением евро, также был основан на режиме фиксированных паритетов (см. European Monetary System). Деловые и финансовые сообщества предпочитают систему относительно фиксированных курсов системе плавающих курсов, т.к. она позволяет им осуществлять торговые и финансовые операции на основе установленных валютных курсов, т.е. они могут заранее расчитать возможные прибыли или убытки. Основной недостаток такой системы заключается в том, что государственные структуры часто не торопятся менять валютный курс либо по политическим соображениям, либо по причине выбора иного способа решения проблемы регулирования платежного баланса. В этом случае фиксированный курс валюты выбивается из рамок основных рыночных тенденций, и открываются возможности для валютных спекуляций, что приводит к образованию потока «горячих» денег и дестабилизирует рыночные отношения. Центральный банк при этом вынужден затрачивать огромные средства из своих международных резервов, чтобы защитить паритет национальной валюты. Ср.: Floating exchange-rate system. См.
